Drilling down to the National Development Plan and Key Stakeholder Plans

Aligning landowning plans with Fiji’s National Development Plan (FNDP) helps ensure your initiatives contribute to national priorities, sustainability, and long-term resilience. Align land use with planned roads, irrigation schemes, electricity, water, housing, and service hubs. Social development and equity. Improve livelihoods, food security, housing options, and access to land for communities, youth, and women.

Youth Development

Supports inclusive growth and poverty reduction by expanding youth economic opportunities in land-based livelihoods. Advances human capital development through skills training and entrepreneurship. Enhances climate resilience via youth-led adoption of sustainable practices and climate-smart farming. Strengthens governance and service delivery through participatory planning and accountability mechanisms. Promotes sustainable land and natural resource management with youth stewardship.

Lands and Land Administration (land tenure and access)

Fast-track lease arrangements and title processing for youth and youth-led enterprises. Create a simple, digital land registry for rural parcels relevant to Landowning units. Develop lease-to-own and tenure-security pilots with transparent criteria. Provide land-use planning support (zoning, parcel mapping) and access to technical guidance on sustainable land management.

Education, Training, and Skills Development (TVET)

Align curricula with Yavusa Naboka and its needs (agri-entrepreneurship, GIS /mapping, small-business finance). Create short, stackable certificates in climate-smart farming, irrigation tech, value-chain logistics, and enterprise management. Offer youth apprenticeships in partner agribusinesses and our landowning unit projects.

Infrastructure and Utilities (Transport, Water, Energy, ICT)

Improve rural access roads and transport links to land parcels; ensure reliable water supply and basic irrigation infrastructure. Expand broadband/telecom coverage in rural areas to support digital mapping, e-commerce, and extension services. Support renewable energy micro-grids or solar pumps for off-grid farming sites.

Agriculture, Fisheries, and Rural Development

Extend extension services to Landowning Units and youth groups; promote climate-smart agriculture and value-chain development. Subsidize inputs (seeds, fertilizers, drip irrigation) and provide irrigation management support and maintenance. Facilitate market access training, collective marketing, and linkages to agro-processing facilities. Support demonstration plots and youth-led agribusiness incubators.

Finance and Economic Affairs (Budget, Grants, Banking)

Create youth-friendly and women credit lines, guarantees, and seed grants for land-based ventures. Offer grant-in-aid or matching funds for Yavusa Naboka pilots with measurable youth involvement. Simplify procurement and contracting rules to favor youth-led firms and cooperatives.

Integrate climate-resilient land management guidelines; promote soil, water, and biodiversity conservation. Support risk assessments and climate-adaptation planning for the Yavusa; establish early warning and DRR measures.
