Foreward
These past few decades has demonstrated the need for our Yavusa to have in place a plan that can guide the aspirations and development objectives of its people. This strategic development plan is in its first
version. A version that will be taken out implementation in the first three years. A three year scorecard has been developed and accepted by the committee after consultation amongst our Yavusa members to ensure
that it has all the relevant strategies for us begin our grown as a prosperous, inclusive, peaceful people and stewards of our vanua.
Its intent is clear. Christ first and to open the minds of the Yavusa members to contribute and be part of this very special journey. The
plans do not have a life span. They will be versions of the plans. And the year they were established or reviewed. This plan is Version One – 2025. If in the future this needs to be changed. Let the new generation make that change. This is their plan.
Message from the iTaukei Naboka
This strategic plan is for everyone, all members of The Yavusa O Naboka. That encompasses all who are related through the
paternal or maternal links, men and women of different ages. We are encouraging aspiring leaders, all who are specialists in their
different fields, academics, formal and informal trades and interests – who wish to being part of this transformative journey. We are not forgetting those who are married into the Yavusa for we recognize that the Vanua needs to explore and use the giftings of those that have become part of the Yavusa. We have a role to play and need to be given the opportunity to use those God-given talents to the best of our abilities – if not utilized, these talents will not bloom, rather they add volume to those untapped ones in Lania. With God’s help and leading, let us all contribute in building The Yavusa O Naboka up, joining

Strategic Development Process
1
The first step involves gathering insights from community members to understand their needs and aspirations, ensuring that the development plan is rooted in the values and dreams of the Yavusa Naboka.
2
In the second step, we analyze the collected data to identify key areas for development, aligning our strategies with the community’s vision and mission for a more inclusive future.
3
The third step focuses on creating actionable plans based on the analysis, detailing specific initiatives that will be implemented to achieve the desired outcomes for the community.
4
During the fourth step, we engage stakeholders to review and refine the proposed initiatives, ensuring that all voices are heard and integrated into the final plan.
5
The final step involves the implementation of the strategic plan, with ongoing monitoring and evaluation to measure progress and adapt strategies as needed for continuous improvement.
